Award Description:
The total available SHSP funding for FY10 is $842,000,000. In Each state will receive a minimum allocation under SHSP using the thresholds established in the 9/11 Act. FY 2010 SHSP funds will be allocated based on three factors: minimum amounts as legislatively mandated, DHS' risk methodology, and effectiveness. California's FY10 allocation is $107,498,340. The minimum amount that must be spent on law enforcement activities is $30,002,506. In FY 2010, states may provide an optional cost share; however, the optional cost share will not impact allocation amounts identified in the FY 2010 HSGP Guidance and Application Kit. The SAA must obligate at least 80 percent of the funds awarded under SHSP to local units of government within 45 days of receipt of the funds.A list of allocations by counties is located in the guidance below.
Eligibility Description:
Eligible sub-grant recipients are Operational Areas (OA) including Metropolitan Medical Response (MMRS), Urban Area Security Initiative Jurisdictions (UASI) and State Agencies (SA). Operational Areas must appoint an Anti-Terrorism Approval Body to have final approval of the OA's application for SHSP funds. The Approval Authority shall consist of the following representatives: County Public Health Officer, Medical Services, County Fire Chief or Chief of Fire Authority, Municipal Fire Chief, County Sheriff, and Chief of Police. OHS will award California tribes a share of this funding equivalent to a 59th OA on a base plus population basis. California's 108 tribes must develop a coordinating group that represents the tribes.
Summary:
The State Homeland Security Program (SHSP) is a core assistance program contained within the overarching Federal Homeland Security Grant Program (HSGP). SHSP provides funds to build capabilities at the State and local levels and to implement the goals and objectives included in State Homeland Security Strategies and initiatives in the State Preparedness Report. Activities implemented under SHSP must support terrorism preparedness by building or enhancing capabilities that relate to the prevention of, protection from, or response to, and recovery from terrorism in order to be considered eligible. However, many capabilities which support terrorism preparedness simultaneously support preparedness for other hazards. Grantees must demonstrate this dual-use quality for any activities implemented under this program that are not explicitly focused on terrorism preparedness. Federal FY 2010 SHSP funds will be allocated based on three factors: minimum amounts as legislatively mandated, U.S. Department of Homeland Security's risk methodology, and effectiveness. Use of SHSP funds must be consistent with and supportive of implementation of the State Homeland Security Strategy and State Preparedness Report. In addition, SHSP supports the implementation of the National Preparedness Guidelines, the National Incident Management System (NIMS), and the National Response Framework (NRF). DHS expects State, local, and tribal partners to be familiar with the national preparedness architecture and to incorporate elements of this architecture into their planning, operations and investments. One of the DHS's most important initiatives in FY 2010 is support for the maturation of the Information Sharing Environment (ISE), and specifically, the continued enhancement of State and Major Urban Area fusion centers to include support for implementation of the Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI). In leading the effort to secure America from the many threats it faces, DHS has undertaken five main areas of responsibility to help it achieve its mission. The first four of these areas are applicable to HSGP: (1) Guarding against Terrorism; (2) Securing our Borders; (3) Enforcing our Immigration Laws; (4) Improving Readiness for, Response to and Recovery from Disasters. Above and beyond its own mission and four main areas of supporting responsibility, DHS believes that the eight National Priorities as identified in the National Preparedness Guidelines are instrumental in guiding State, local, tribal, and territorial, stakeholders in meeting the Nation's most urgent needs. The eight National Priorities include the following: (1) Expand Regional Collaboration; (2) Implement the National Incident Management System and National Response Framework; (3) Implement the National Infrastructure Protection Plan; (4) Strengthen Information Sharing and Collaboration Capabilities; (5) Strengthen Interoperable and Operable Communications Capabilities; (6) Strengthen CBRNE Detection, Response, and Decontamination Capabilities; (7) Strengthen Medical Surge and Mass Prophylaxis Capabilities; (8) Community Preparedness: Strengthening Planning and Citizen Capabilities. States are required to ensure that at least 25 percent of their SHSP award funds are dedicated towards law enforcement terrorism prevention-oriented planning, organization, training, exercise, and equipment activities. DHS requires State and local governments to include emergency medical services (EMS) providers in their State and security plans. Inclusion should take place with respect to planning, organization, equipment, training, and exercise efforts. Response disciplines include, but are not limited to: governmental and nongovernmental emergency medical, firefighting, and law enforcement services; public health; hospitals; emergency management; hazardous materials; public safety communications; public works; and governmental leadership and administration personnel. Allowable Investments made in support of the funding priorities discussed above as well as other capability-enhancing projects must fall into one of the following six categories: (1) Planning, (2) Organization, (3) Equipment, (4) Training (5) Exercises, or (6) Personnel. The 21 allowable equipment categories and equipment standards for SHSP are listed on the web-based version of the Authorized Equipment List (AEL) on the Responder Knowledge Base (RKB), at www.rkb.us. As in past years, at least 25% of FY10 HSGP funding for SHSP and UASI recipients must be dedicated to law enforcement-oriented planning, organization, training, exercise, and equipment activities
